La 1ère division insurrectionnelle ukrainienne n’exista que très brièvement, de mai 1919 jusqu’à la destitution de Makhno par Trotsky le 9 juin. Belash fut ensuite élu, vers le 23 août 1919, chef d’état-major de l’Armée révolutionnaire insurrectionnelle d’Ukraine (Makhnovistes).
