Comments: Brighton would like more debate before implementing, but the idea of secretariat is a good one. Newcastle recognise issue and appreciate idea, not convinced secretariat is answer. Could impact on work of Locals. [Manchester Reply: Use of officers will have a similar impact in real terms, all Locals have that expectation on them and shouldn’t get carte blanche to avoid responsibilities] N London has similar approach to Brighton. Also suggests that all officers make a crib sheet to be given to shadow roles and placed on website, so incomers at least have a basic idea of what to do even if the original officer is not available.
Hull: Handover period should start before changeover date. Why would commission draw up rotation list? [M reply: It would likely be easier if it’s just a few people doing it].
